HCS SB 321 -- SHELTERED WORKSHOPS
SPONSOR: Westfall (Crump)
COMMITTEE ACTION: Voted "do pass by consent" by the Committee
on Education-Elementary and Secondary by a vote of 23 to 0.
This substitute permits sheltered workshops to file information
required by the Department of Elementary and Secondary Education
either in paper or electronic format. A statement concerning
hours and dates worked and other required information will be
retained at the workshop site. The substitute also removes
expired provisions and creates a revolving fund, not to exceed
$500,000 at the end of the fiscal year.
FISCAL NOTE: Estimated Net Savings to General Revenue Fund of
$19,636,734 in FY 2002, FY 2003, and FY 2004. Net Estimated
Cost to Sheltered Workshop Per Diem Revolving Fund of
$19,636,734 in FY 2002, FY 2003, and FY 2004.
PROPONENTS: Supporters say that the ability to file required
information electronically will help reduce the paperwork burden
on workshops; a revolving fund will smooth transitions from
fiscal year to fiscal year.
Testifying for the bill were Senator Westfall; Association of
Retarded Citizens of Missouri; Missouri Association of Sheltered
Workshop Managers; and Sheltered Workshop Section of the
Department of Elementary and Secondary Education.
OPPONENTS: There was no opposition voiced to the committee.
